So my PC started doing this a little while ago and its really getting annoying, what happens is when i turn it on after 10-15 mins it will turn off as if someone just pulled out the power plug and it will do this no matter what even if im on the sign in page, then one it has turned back on it is fine and doesn't do it until i shut the PC down. also don't know if this problem is related but the time is always 2 hours off and no matter how many times i set it either manual or timezone based its still 2 hours behind next time it turns on. i have no idea what the problem is, any help would be greatly appreciated!

I would try running with a single GPU. If it doesn't turn off, then the PSU could very well be the problem imo.

Do what @pokechat8978 said and if that doesn't work RMA the PSU

im not sure its the psu because when the pc turns off it using hardly any power and even when the system is at full load it only uses 75% of its available power.

Oh, ok, well

Also make sure every power connector and such is connected.

And maybe try reseating RAM? I've seen that in other help threads but don't actually know when to do that. Someone please enlighten me on that subject.

well my PC hasn't turned off yet and it seems it wont, so it must either be 2nd GPU, PSU, AMD Drivers.
