It's good. You might not want the Z97 board since you can't OC, but if you're planning on upgrading the chip in the future it's solid.

You could ditch the Z97 board seeing as you can't OC and spend the savings on an SSD boot drive.

This is the last of the cheap R9 290s:

They have been discontinued by AMD (as has the 280x), but the 290s will still get great driver support since they're pretty much 390s with lower clocked video memory and 4GB instead of 8GB. Nothing touches the 290 for around $260. The R9 290 has been untouchable bang for your buck since last October, but the market is almost dry on them now.

And being an aftermarket 290, I'd imagine the performance would end up somewhere between the 290 and 290x shown in the benchmark above, as the reference 290/290x used horrible blower coolers that caused the GPU to throttle a lot. I wouldn't expect much overclocking out of the card I'm recommending, as the PowerColor PCS+, Sapphire Tri-X, MSI Lightning are the ones designed more for that, but even at stock an aftermarket 290 like this PowerColor TurboDuo should be incredible to 1080p gaming. I only say should because AMD had a pretty high return rate on their 200 series cards (some of them up to 17% or so), but that could also be because they were heavily used at 100% load 24/7 by litecoin miners in 2014.

yep - cryptocurrency miners abused Tahiti a lot - that was not helped by dumb 280 and 280X desings by Asus, MSI and XFX
