Seems fine it should spin when it boots up.

A lot of 390s like the MSI, Sapphire, Gigabyte and ASUS I think(I hope it's not this one) have a zero rpm mode so that fans will spin on bootup but after a while once it's on idle it won't spin

GPU prob under extremely low load
