So my laptop refuses to go above 1ghz in any power plan if its on battery and the battery level is below 40%. i tried looking into the bios to see if i could disable anything that could be preventing the cpu to run normally but I found nothing. Any suggestions? I have a lenovo y40

My laptop runs very cool, right now it's running at 43c. My powerplan for balanced (which is what i use) is min 40% and max 100% so obviously my computer is doing something wrong but i can't pinpoint it.  Any more info that you need?

make and model of the laptop

and some details of its specs (use cpu-z or pc wizard if you don't know)

set it to min 100 and max 100 and se what happens

broadwell i5 5200u

R9 m275 2gb

8gb of ram

1tb hdd

ahh its a broadwell

I have a feeling you are getting confused between power saving mode and full blow speed

 

what I would do is stress test the cpu for 10 mins and monitor the cpu and its clock speed for that 10 mins

I would guess it that it would go up to its full speed

I would guess it that it would go up to its full speed

it does, the cpu is completely fine before the battery gets drained to 40%. it has no problem clocking to 2.4- 2.6 ghz but when the battery goes under 40% it refuses to go above 800mhz thats the problem that I can't figure out. 

 I also used intels diagnostic tool and the cpu checked out fine.

take the battery out totally

and test it...
