for 1400 USD you can get a badass gaming rig. Off top of my head heres what i would do.

i5-3570k @ 220 USD

Asrock Z77 Extreme 3/4 125-150 USD range

2 TB WD Black Drive - 200 USD

1x Radeon 7950 - ~300-320

Corsair HX 750W PSU - 150 USD

Nice 150 Dollar Case

DVD Drive - 20

Copy of Windows 7/8 OEM - 100

which brings the total to 1265 minimum. if you used all of the minimums and get a flashy case.

to make things an even 1400 i would get Samsung 840 128 GB SSD - 140 USD. for a boot drive.

What's the beep code for no RAM because that's all you'll be hearing :P

No need for a 2TB black. You can get a 2TB Seagate Baracuda for $99 and then a Sandisk Extreme SSD 128 for $99. Drop the PSU down to a 600w for like $100 and spend the saved on the RAM - 2*4GB at 1600Mhz C9 will be fine.
