Which graphics card?

//FTP

Is there a reason those are the only two you are considering?  What is your intended usage of them?

I want to be able to play Ark: Survival Evolved at a fairly high fps, without spending more than $650. I would love to see some others if you have some.

980Ti or Fury X

A 390X will get you into the mid 50s for 1080p and low 50s for 1440p and has more overall life left in it with its memory and bandwidth likely.  Plus it leaves more money in your pocket.

980 Ti.

Will I still be able to use the build you suggested me, or will there be bottlenecks.

They are working on it and it should be fixed by the time it is officially released.

You're not going to do that with four Titan X.
