I Just bought a PS4 And i've not open it yet im leaving to england in 4 hours/can i setup PS4 at a non Internet place??

You have to download a shitton of Updates for that thing.

I don't have a PS4 but I think it should be fine.

(Correct me if I'm wrong) If I'm not mistaken you should be able to set it offline.

When you have internet connection later you can download bunch of updates (if necessary).
