You mean the X99 heatsinks if you can cover the slotted area?

 

That's not a problem I'd personally take off the plastic shroud first to do it and reinstall and keep the slits in the heatsinsk for looks though.

Is it ok to put carbon fiber wrap vynil stuff on the motherboard heatsinks around the cpu?

won't it probably melt? when on load from the cpu ? *

It will have more of an affect on thermal performance if your doing the whole heatsink but if your just wrapping the accents they are not a problem at all. I've done it on my build without any problems at all:

usually it sticks so much that it imprints on the heat sync, i dont think carbon vynil will melt as they use it on vehicles body kits, they dont usually melt even from the engine heat or the exhaust

Well it might be bit sticky to remove over time but no it won't melt most heatsinks on motherboards don't go paste 80C and most vinyl wraps are pretty resistant to heat. If your doing the soutbridge heatsink or like the ROG logo on the middle of the board it doesn't cause any problems.

 

My wrap I put on the VRM heatsinks get to around 80C at full load for long periods of time which it didn't melt or affect cooling performance.
