You install it fresh on the new computer using installation media (USB drive or disk), and entering your key. You don't copy it from one to another.

 

If it is a sticker on a computer that says "OEM" on it, this is technically breaking terms of use, but it will work. Otherwise you can grab a retail copy for 120 ish.

You can transfer files and settings from another computer with Windows Easy Transfer http://windows.microsoft.com/en-us/windows/transfer-files-settings-from-another-computer#1TC=windows-7

 

Easeus todo pctrans, a pc migration software for Windows, A $50 option that will let you transfer everything between two computers on the same network. You can even download a free trial that lets you transfer two applications gratis.
