How Freesync Works? Also CCC doesnt work

Before posting, please read the whole post.

My brother just got a 27in 1440p 144hz fressync monitor. I want to own it. Anyway, his GPU only has minidisplayport, dvi, and HDMI. We dont currently have an adapter for minidp to regular dp. Which would be better? HDMI or Dual Link DVI for now? Also, does freesync just "work"? I didnt see any options when using it on my 390x. Catalyst control center is broken on HIS pc and cannot start. Desktop right click gives the error cannont find CLI or whatever, and it simply does nothing launched from the start menu. Have already tried DDU. Can it reach 144hz WITHOUT freesync on his hd7950? His current gpu is too old for freesync.

I never saw that article. So it can adapt framerate for videos but not gaming? And it looks like we might need a minidp to dp adapter? And an OS reinstall?
