get yourself a HUGE tower cooler, and a GTX970 with the fan shutdown feature thing.

 

thats what i did, and i dont hear my pc even in a dead silent room.

 

EDIT: or any other GPU with the fan shutdown thing.

my fan curves are a vertical line at 70°c

Oh dear... I just have all mine set to the silent option and the loudest thing is my graphics card

If you want quiet get a Silencio Case with a Nepton 240m cooler

Also I don't think the cooler you picked out is going to be much better than the stock intel cooler

And is that SSD going to be your only storage? I don't think it would last too long before it fills up.

And if you get a higher end GPU like a 390, you can simply lower graphical settings and cap the frame rate at like 45fps so the card doesn't have to work hard at all and it can nearly run with it's fans off, but that might a bit out of the budget.
