Run Network Spoofer on pc?

I want to run network spoofer on my pc/mac/linux machine

 

i cant use a program like bluestacks or gennymotion because it will not let me have access to the private ips on my network
moreover
i want to run a rooted apk with access to private ips on my network, not a wired connection
ultimate goal: run network spoofer on mac/windows
