cpu usage fluctuating I5 3570k

On idle it ranges from 3 to 30% with only steam open.

 

 

When on chrome searching the net rumps up briefly to 84% ?

 

I tried running intel cpu diagnostic tool halfway thru it BSOD :(

 

Any ideas Cpu or windows?

 

btw bf3 while in game is near 100% ranges from 93% to 100% ?

 

I've never had this problem in the past with my i5?

cpu underclocks itself when you dont need full power ,thats totaly normal but if you want your cpu running at maximum freq and voltage all the time disable C1E-C3-C6 States - EIST - Thermal Monitor in BIOS

Seems normal except the BSOD... Could you give us more info on the BSOD? Are you overclocking?

When doing these tasks, would you mind opening(and installing it if you don't have it) CPU-Z and check the frequencies?

No overclocking,

 

Heres cpu-z

Just crazy usage slows down the whole pc, Sometimes while loading games pops up saying pc is running to slowly blah blah blah.

 

While in teamspeak it sometimes lags due to the insane usage spikes from everyday browsing.

Try disabling any C states and Intel Speedstep. See if anything changes.
