I'm comparing two monitors, the AOC U2868PQU 4K UHD 28" TN monitor, and the AOC Q2770PQU 1440p QHD 27" IPS monitor. Now, I know that IPS is supposed to deliver more colours than TN monitors, but on the specifications, the 4K TN panel has 1.07 billion display colours and the 1440p IPS panel has 16.7 million colours, which is a lot less, so does this mean that the TN panel has more colours than the IPS one?

Modern TN and IPS is not all about the color gamut they support.  They are more about color consistency when viewing the screen from different angles.

Both TN and IPS panels can be designed to support high percentage of AdobeRGB (billions of colors) and more than 100% sRGB (millions of colors).

But IPS panels tend to have better color/shading consistency when viewing the screen from extreme angles while with TN panels your perception of the color or shade being displayed will change.  For example, if you make your entire screen display the color blue, looking at a TN panel from the side it will appear as if the screen is gradually transitioning from blue to purple.

For your two screens, it simply means that the TN panel has been designed to be able to display more colors.  Or to be exact display more shades of colors.

8bit is 16.7 million

10 bit is 1.07 billion.

It's only really important for video and photo editing, because normal people software like games doesn't support 10 bit colour.

Panel type has nothing to do with it really.

IPS >>>>>>>>>> TN

By far, in my opinion. Colors are far more 'exploding', i can't  really explain lol

However, 4K >>>>>>>>>>> 1080p, but not so much over 1440p IMO.

Just try it yourself in an electronics store :)

If you're not a media editor (photographer, video color editor, image print specialist, etc. anything that involves working with color accuracy), get any screen you want.  However if your work requires that you have a color accurate screen, always go for IPS screens.

The number of colors tells you nothing about how accurate those colors are. Since you need specialized graphics cards to take adcantage of it in the first place it's unlikely you'd ever notice the difference. It's just a marketing thing. No one interested in 10-bit color would ever buy a TN monitor.
