Are you asking how to install Windows 8.1 on your new PC? Or how to do a bios update?

When the board came out win8.1 was brand-spanking new, so it was simply stating that it was supported

Different PCPartPickers for different countries:

That means that mobo has features that make it compatible with Win8/8.1. Like it being UEFI, having fast boot options etc. You will still need to install OS same way any other OS is installed.
