On a budget this short you shouldn't have 16 gigs of RAM, especially not Vengeance. Get 8 gigs of Kingston or Crucial RAM. Also don't go for a 750, come on man that's old stuff. I'd recommend getting a 970, but you can also go with a 960 or a 950. Try going for a cheaper case to have more budget for the GPU and maybe an SSD. Honestly, I wouldn't go with a 4690K with this budget. You should get a locked CPU and get rid of the cooler, then you'll have space for an SSD and a better GPU. Also get the cheapest OS you can, so either win 7, 8, or 10. You could probably go for an OEM version, since they are a but cheaper and easier to find, at least on Amazon. The mobo also seems pretty expensive, try getting a cheaper one.

Then again, if you expand your budget to let's say $1000 + the OS, you might be able to get a Skylake CPU

stick with 8 gigs of ram and put the money you save into a better GPU like a (secondhand?) 290! (if you can strech your budget far enough)

Reduce ram to 8GB, get a cheaper case, cheaper board, and imo stock cooler for now. Those money save can be put towards a better psu and gpu. Win10 is not much more, so get Win10.
