pc can't detect second gpu

First off I will assume you want to use SLI,

What I suggest is to Uninstall all drivers.  It'll just make it easier.  Also, download new drivers in advance so you don't have to download without drivers.

 

Next, after they are uninstalled, verify the second works...  It might have changed vs what you said.

 

If that works, install them in whatever series desired and connect the SLI bridge.  Then boot up, see that it works and install drivers.

 

This is what I found to work with my SLI setup...  (GTX 660s)

 

If it doesn't work alone, I'd suggest google (maybe trying a new OS, sounds weird but can definitely confirm an issue)

I just received my second 980ti. I installed it into the second pci-e 16x slot, but nvidia control panel doesn't recognize it nor does any other program on my pc. I unplugged the power cables, I switched the cards over, but it still doesn't work. I tried to use the new card alone to make sure that it works. It displays the bios image, but the screen turns black before the windows logo. What can I do to make it work???

Most likely DOA considering you tried it on its own. Return it to the place you bought it.

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.
