another thing is that the 4590k, if I do get it, then ill be water cooling it... or I might half-phase. I don't compleatly know yet. would you have any recommendations for a custom loop for under 200?

I know that air cooling would be more then enough, but the thing is that, his room has no air conditioning what so ever, so its always 80-89 degrees in his room....

that means that his computer would be super hot on a contestant bases. i just want to be able to make sure that he doesn't mess it up because of the environmental heat...

just get him a good quality 240mm AIO such as the corsair H100i for example...this will be plenty for even the craziest overclocks seriously.

if you go with a locked CPU such as the i5-4590 or Xeon E3-1231V3 for example, a cooler master hyper 212 EVO (30$) would be enough to keep the CPU cool even in those conditions. For overclocking in hot ambients then a 240mm AIO is good.

The plan for the PC seems pretty good. The guys also gave you some good advice. 
One small note from me - WD Red drive is designed for NAS setups and RAID environments. As such it has addditonal features like TLER that make it safer in this type of usage. If used in a regular desktop, however, these features won't be utilized. It would work pretty much like WD Green, so if you are looking for a simple storage drive, i'd suggest to check out WD Green: http://products.wdc.com/support/kb.ashx?id=kKiZHf
