I currently have an iphone 5, but if I backup the iphone at ios 7 and upgrade to ios 8, will i still be able to restore it back to ios 7?

No. You cannot downgrade iOS. The restore process is verified at Apple servers, and they allow only the latest and one before the latest. They stopped allowing iOS 7 a long time ago.
