hello! i want to make a server mostly used as web server. could someone please give me a PPP link or a link to whatever server you think i should buy? it needs to be cheap and user friendly. thanks!

Also User friendly 100% depends on the OS

 

honestly for your requirements literally any old PC will do the job, there is not much else to say

If you provide us with some more details like budget, how much power from the hardware you'd need and how much storage you'd require (plus if you need redundancy or not) we might be able to help you out more.
I could suggest checking out some pre-built NASs from WD that might do the job. Check the ones that support third-party apps: http://products.wdc.com/support/kb.ashx?id=nFWEr4
