I am planning to OC my 4690K to ≈ 4.3 GHz, and am wondering what the best Cooler would be. I would be okay with air or liquid.

Im sufficiently cooling mine @ 4.6GHz with a 212 EVO, you dont need to spend big :P

Id get an NH-D14 :P

Yeah but he was joking (it's not a solution)

 

If you're in Europe, get the BeQuiet Pure Rock cooler. If you're in North America, get the Hyper 212

 

The Pure Rock is cooler by a couple of degrees and the same price in teh UK and Europe, but is more expensive in the US and Canada.

For best cooler you can get a NZXT Kraken X61 280mm Rad if you can fit it or a Corsair H100i GTX 240mm but if you can fit those then get something like a Noctua NH D14 or BeQuiet Pure rock cooler.

Nah - stock cooler goes to 70*C @ stock speeds :D
