Probably not, 4GB RAM is a bottleneck in itself nowadays. Dual cores are subpar for open world games.

750 is not that stronk to blottleneck it will be just fine

I recently got same graphics card, it a nice budget gpu, it only uses 60w and doesnt need a connector from the psu

You can pick one out of the trash, that's where most of them end up. Most of the 300w units are either BesTec or LiteON, neither of which were designed to last(or even deliver 300w).
