CPU Usage too High?!

So today I put the HD 5450 in my dad's PC. I tried YouTube on 1080p and lots of stuttering. His Pentium D 930 says its on 95+% usage. It also says so when iitjust starts up windows after 20 secs and when starting chrome. Any idea what could be wrong? Should it be that high? 3gb DDR2, Pentium D 930 at 3ghz, HD 5450. Everything is up to date including video drivers. It was also like that high when my dad had his X600 Card in his system

it was released 9 years ago so dont expect much out of it

You really shouldn't even try chrome on that setup. I'd get a lot lighter browser like K-meleon or something.

He is used to chrome. There is no way he will buy a new PC. Doesn't wanna waste money. Whatevs, I'll just return the GPU and put his old one in
