I'd go Haswell since Skylake isn't worth the extra cost. I'd also consider going with an 850G2 psu so you can throw in a second GPU in the future.

4k Gaming Monster. At 4k the Fury X performs almost identically to the 980ti, thanks to it's HBM memory. Given the boost AMD will likely get with DX12, it is my professional opinion that at 4k the Fury X will gain a marginal lead over the 980ti, making it worth the extra 20$ over the cheapest 980ti available.

The cpu is locked mate, the cooler is only there to keep the noise down, and to make sure it doesn't go much more than a handful over 1700. 

The reason the board is a z97, is because it offers features that not many others do, and is only marginally more expensive than a similar board, of lower quality.

Back in ye olden days, yes. Today however, that's a very very small chance, we're talking about less than 1:100

I don't know where the 1:100 ratio comes from, but any probability > 0 is not worth saving $4 IMO. Besides, XMP profiles are based on kit capacity so there is also a small chance that they will not work with multiple kits.

80+ ratings certify electrical efficiency. Not quality.
