Not necessarily, a computer can fail to post for a number of reasons let it be bad overclocks, dead RAM, incompatible RAM, dead GPU, .etc.

I doubt it would be a dead GPU if it says "no signal" even when the GPU is out of the computer itself.

I've went ahead, downloaded the manual for your particular board ( Z97M-G43) off MSI's website and found the instructions to clear the CMOS.

 

I presume there's nothing populated between those two pins included with the board so just bridge the two contacts with a piece of metal. A screwdriver (as long as it's not magnetic) does the trick.

I'd shut off the computer, take out the graphics card (if not already done), reset the BIOS with the jumper under the CPU, and then connect your video cable to the motherboard's display port.  Fire it back up. 

 

Agreed, try with bare minimums when troubleshooting a system that's unable to post.

That seems like an interesting place for a CLR CMOS jumper. Such an awkward place with GPUs and CPU coolers in the way hahaha. Dammit MSI.

I think it could also be an improperly seated CPU. (I did move the computer around so it might have moved the CPU ever so slightly.

I would be surprised if you did because Intel LGA CPUs are designed so they can only be inserted one way as there are notches on the side of the CPU that line up with notches in the socket. Also the retention arm applies quite a lot of pressure onto the CPU to ensure proper contact between the socket and CPU pads. Pulling down the retention arm when the CPU isn't placed correctly will most likely damage both the CPU and the socket due to the pressure. 

 

Back in the socket 478 days however, those CPUs had a tendency to stick to the CPU cooler and be ripped right out of the socket as you removed the cooler. I had a Pentium 4 on the socket 478 platform and I thought I've lost the CPU, only to find out it was literally glued to the cooler by the thermal paste.
