@TheGhzGuy Is the computer connected directly to the TV or is there an AV receiver or any other component in there?

Are you totally sure you have the right input selected on the TV?

It's direct, and yes I'm 110% sure its the right input. I'll see if it works with a computer monitor now

Worked once with a 750Ti but not since I replaced it

Have you tried with no GPU at all? Also, what kind of cable are you using? VGA? HDMI? Displayport?

How did it go with the computer monitor?

Change things up -- try a different tv input/port... try a different computer/device on the same port on the tv.

I suspect a BIOS setting is disabled since it worked before the upgrade.

Already tried the diffent inputs, still nothing. I can't access the bios though.

Clear CMOS and see if it can boot without the GPU. After that, try with your 750Ti plugged in and if that works, with your 980. It seems like your system is failing to even post, that's why you can't get into the BIOS.

Seems like a motherboard issue to me then

I just looked. Your MSI board has a jumper to reset the BIOS.  I suggest you do that.

Edit // Looks like it's directly south of the CPU socket.

Not necessarily, a computer can fail to post for a number of reasons let it be bad overclocks, dead RAM, incompatible RAM, dead GPU, .etc.

Ah. So the monitor too then. Okay. Good to know.

Does your motherboard have a way to reset the BIOS to default settings? (Maybe a jumper or button.)

No reset button sadly. But I'll look in my manual in the morning because right now its 11:30 pm and I need to sleep

That seems like an interesting place for a CLR CMOS jumper. Such an awkward place with GPUs and CPU coolers in the way hahaha. Dammit MSI.

I won't be shocked if the RAM is the issue. I doubt its a dead GPU (well at least I hope not)
