Got new fast internet, but steam download speed crazy inconsistent?

Steam caps downloads speeds, I have 25/5mb and get around 2-5mb on steam

I think you have 25/5MEGABIT then 2-5Megabyte.

Yeah it kinda does drop to 0 in a second... And than it takes quite a while to go slowly back up.

 

Maybe it's a problem with the wiring of your line? What did your ISP tell you about the issue?
