Is it time to upgrade my i7 2600K to i5 6600K ?

Witcher 3 is pretty demanding on your CPU (though nowhere near as demanding as it is on your GPU), and still you're above 60 fps stock with a 2600k in their benchmark.

Or look at GTA V, another very demanding game CPU wise. You'd need a slight overclock to stay at a locked 60 fps in GameGPU's benchmark.

So if you're running on a 60 Hz monitor I think you're going to be great for another year at least with your 2600k. A 6600k is definitely a stronger chip for gaming; even at stock it seems to perform at about the level of a stock 4790k at 4.2 GHz in games like Witcher 3, GTA V, and Far Cry 4 at 1080p with a Titan X so as to force the games to be CPU bound. So if you were trying to push 120 fps the 6600k would be a really nice upgrade, though I'd go all out and get the 6700k then since you're almost always going to be CPU limited if you have the graphics hardware to realistically be able to push those kind of framerates.

But with an i7-2600k and a 60 Hz monitor I'd just do a conservative overclock, maybe to 4.0 GHz or so, and buy a GTX 970 or an R9 390 if looking to run 1080p, or a GTX 980 Ti if looking to do 1440p. The 2600k is a legendary overclocker, so even if your's really sucks it should get to 4.0 GHz easily as long as you have a reasonable aftermarket heatsink on it (e.g., a $30 Hyper 212 EVO).

I have Cooler master hyper evo 212 its decent cooler and thank you for the guide.

if you can affored it ye why not always better to upgrade but honestly you dont need to i7 2600 is still decent for all your needs but if you want to save some money upgrade to devils cannon now the preformance gains are small between 2nd gen to the 6th gen

If there is no need to upgrade to skylake, believe me there is even less point upgrading  to haswell..  Really, if guys you just hate skylake with no reason, please at least stop offering haswell, as it's not bettter in any way...

The only purpose of upgrading from either Ivy or Haswell to Skylake is benching and grabing a few more points on the bot...

 

But if upgrading from Sandy or earlier gen, I think there are 2 options: Z170/Skylake or X99/5820K.
