Probably, judging your usage. You haven't included how much RAM you have or what programs are running in task manager. If you currently have 4GB of RAM, it all depends on what you do on your system daily. 4GB is a good amount for office, browsing the web, and random little games like League of Legends and Minecraft. I recommend 8GB or 16GB if you play 2013+ games or you're experiencing a lot of system hanging.

You're at 76% usage on your RAM, so you're fine right now. If you're hitting 100% usage, that's when you need more.

Not quite. Given that 76% means he's within 1GB of the max, I'd say to upgrade now. The OS will make use of the extra memory, meaning it won't be writing out to disk nearly as much.
