Is my CPU bottlenecking my GPU?

Hi there!

I was wondering if anyone could tell me if my CPU is bottlenecking my GPU? I am convinced it is because my cpu is an old Intel Core 2 Duo E4600 and my graphics card is a Nvidia GeForce GTX 760 2GB which I overclocked. When in game (The Sims 3, all Ep's Sp's and tons of Cc) it shows my Cpu running at 100% and my GPU Load at 21% average. It goes up and drops in an instant.. It goes from 40% to a sudden 2% then 21% to 56% then drops again to 12% it's all over the place.. I'm pretty sure it's my CPU that's holding back my GPU..

The game lags tremendously and it's annoying to play. Always had this problem.. Been playing Sims for 15 years now..

Hope someone can tell me if that's the problem.

I did order an Intel Core 2 Quad Q9650 to replace this CPU for the time being. Will it make any difference?

Yes, I doubt the quad will help much but it will be an improvement

 

You need to upgrade to something newer ideally

Yeah it'll improve a bit. Try and save up,for a i5 in the future though.

It could be a bottleneck.. 2-cores definitely limiting that CPU

Huge bottleneck. Getting the quad core may give u like a few more fps but you need a new CPU from the past 3 years (any i5 third gen or later) if u want a nicer gaming experiance. 21% GPU usage is pitiful. The quad core will MAYBE get u up to 35%

The quad-core will help immensely. Scrapyard Wars Episode 1 showed us that.

 

That's what I read on forums. It's said to be the best for the socket type my old motherboard has LGA 775 I believe.

I'm saving up to build a new Pc which is gonna look like this:

Asus Rampage Maximus Ranger IV Motherboard
Intel Core i7 4790K processor
16GB RAM G.skill memory
I'm still deciding whether to keep this graphics card or upgrade to a newer one containing 4GB.
512 SSD
I have a 800 w power supply

The Quad core I ordered just for the time being to help improve it a bit more. I'm so tired of the constant lag. I have al lot of custom content and love big worlds with a lot going on.. I hope the Quad Core improves the system. I've upgraded everything in it except for the CPU. Can I use the heat sink that came with the dual core? I was looking into buying a CoolMaster hyper 212 Evo for this CPU.
