(GTA 5) TV only shows blank black screen might be a bug from a mod?

whenever i watch TV's in the game nothing shows up its just a blank black screen I tried to turn it on but sometimes a clicking sound shows up other times it wont, i have downloaded tons of mods in GTA 5 but non of them that I know of effects the TV in anyway so its kinda weird.

 

do you guys know any fix to thins? I don't want to do the cache thing in steam it takes 2 hours to complete and deletes all the mods on openIV

 

if you do not know then can you idleast tell me where the file in openiv that effects the tv screening is located please?

Either the Bink 2 video files are broken or the codec itself is broken.

Reinstall the game? Verify cache?

I don't wanna go threw that again, I hope someone can just give me the files and tell me where to post it in opeiv
