Not sure if this is the style of "turn based" you're talking about but the Total War series is good, my personal favorite is Empire. It has some technical issues but nothing too hindering.

And Fallout 1. But 2 is definitely better. Fallout 2 has to be the best turn based game I have ever played. Gotta love a game where you can get addicted to drugs and become a pornstar.
