Check for any running background stuff and check the clocks?

Maybe you have some dust causing GPU to not boost up as high (if its supported - I run my 290X at fixed clocks but dunno if other AMD have GPU Boost)?

whats your temps it might not be turboing properly

check my first message, gpu never broke 51 C

You would think Ubisoft would support the Bulldozer based architectures more given their digging themed names like bulldozer, Piledriver, Steamroller and Excavator.

My guess is its clocking down to the base 950 mhz clock, that should results in about 6500.

Monitor your clocks and increase your power limit to 150%.

Those are all the same link.

Monitor gpu clock, usage etc. with afterbruner or so while running the benchmark and upload the graph afterwards.
