why is it that everyone says that they are the same thing but when it comes down to fps the 390x outperforms the 290x by quite alot? (from the recent HWC 390x pcs+ video)

if so is it worth it to flash a 390x bios onto a 290x one hoping to get an fps boost?

No.

The increase in performance comes not from a new bios so much, but from the higher quality memory, and the higher binned cores. Flashing it to a 390X could potentially brick your card if you don't have very specific 8gb models of a 290X.

Its the memory and core clockspeed difference.

It isn't that they are the same, the 390x IS a little bit better, it's just that the price of the 390x makes it so it isn't worth buying over the 290x, which is just a bit slower.  People are also angry that it isn't new hardware.

So basically they are of the same type but with better chips for the 390x?

Kind of.

The 390X has more memory, and from a different manufacturer. As well as being better performing cores as a whole, after being refined for 2 years. Only certain 290X 8gb models can be flashed to a 390X, and even then they still run the risk of bricking themselves.
