my friend has 

 

cpu - i3 3210 3.2 ghz  

motherboard - gigabyte h61 

ram - 4gb

hard disk -500 gb

psu - 450 W

 

 

what he is looking for a gpu from amd or nvidia which is about 200 $ in INR 15 k

 

and which can run cs go for 300 fps or more

anything up to a gtx 960 or r9 380 wouldn't be bottlenecked so try to get one of these

also, don't spend more money onthe 4gb 960 because it's not worh it

Well if a 270x is the max card you can afford the only other card I could suggest, if you can find one would be a gtx 760.

Otherwise you'll have to buy used to get better performance

well its still being sold but even that is out of my range lol my range is 15000
