CPU running lower than stock speed

My CPU is an: i5-4690k @ 3.5 ghz and when I'm browsing on the internet or watching videos my cpu is running at 815 MHz. I understand that it's not doing to much but when I need to download something off the internet like a new game or something It's going to take a long ass time if it's trying to download at 815 MHz and not 3.5 ghz. Is there anyway to make your idle speed faster without overclocking or would I need to overclock to raise it?

Hi! I think this is a power saving function in fact there's no need of 3.5 GHz to surf the internet or downloading something (Download speed is up to your internet connection speed), when you'll start a game or a demanding application you will certainly see the clock speed rise (even above the rated clock speed thanks to Turbo Boost Technology). ;)
