What is the build going to be used for? If it's for gaming it's WAY OVER KILL.

 

You'll be fine with 1/4th the ram, and an i5 if gaming.

 

If Editing, an i7 and 1/2 the ram.

Meh, if he wants to throw money at the wall let him :P

 

One thing that sticks out to me is the power supply: I would recommend you go with a 750w or higher PSU, because you'll  likely nerf the performance of the GPU's with 650w.
