I have a samsung s22c300 monitor 1920x1080p 60hz refresh rate

But AMD Catalyst Control Center says it has a 75hz refresh rate?

 

Almost all 1080p 60 Hz Monitors support 75 Hz with Basic Resolutions (Maxes out at 1680 x 1050)

In all seriousness, though...it does that. It's aimed towards the monitor's maximum refresh rate at resolutions other than 1920x1080.

You can overclock your screen so you can use a 75Hz refresh rate at 1920x1080. Otherwise you can only use it at resolutions lower then that.

Yes they can but it starts degrading colors that you see and can cause problems at the resolution it's at

Tek syndicate has some videos of monitor overclocking that explains a lot more in depth
