Yes

When you upgrade, does it create duplicates of your files? If so can I just delete windows.old as long as everything is working?

Is it bad that my dream setup only costs a few thousand not counting the obutto?

Only do the clean up, if you are sure you don't want to go back to your previous Windows (which you now can do with Windows 10) if you having trouble due to driver issues and you need max reliability / can't live with the issues, and want to try again at a later date when the manufactures finally released better Win10 drivers.

Windows 10 will keep "Windows.OLD" for 31 days.

Yea, I put it on my laptop. So as long as the basics (browser, word, VLC player, etc, etc) works and there aren't any big issues like always crashing then I am okay. and so far its doing fine... I also already have a backup of my system so I can simply pop in my drive and it will have eerything back to win7.
