Now, I know this is going to be hard to answer but using a R7 250x what are the highest settings I would be able to run GTA 5 at? Let's just say I had the minimum required CPU. What texture quality would I be able to play the game on?

generally texture quality will not make the biggest difference, draw distance, poly count, post process effects and lighting calculations(like shadows) will have to be minimum defo.

 

As for resolution this is guess work but id say around 1024x768 maybe higher

 

you will have to stay away from water, the phalanx effects that gta uses for water simulation is like shooting the leg of a cripple. Its gonna struggle.

 

all guess work btw, of course its a informed prediction but a prediction none the less, things could be a lot better or worse, your fps will be a lot higher in the night though

I essentially have the same GPU(HD 7770) and you can run the game at 1080p with the settings set to normal, 2x AA, and the draw distance/ car amnt./people varience set to half way or a little higher and  this will get you roughly 60 FPS(dips with lots of explosions, police, etc.). You can crank up some of the settings to high, but the 1GB VRAM really shows its limitations at that point(FPS closer to 45, with dips below 30).

 

^Tested with a FX 8320 overclocked to 4.2Ghz, so the CPU is not a bottleneck. This game is CPU heavy, so the minimum CPU they list will hold you back, trust me. \You will want something that is at least halfway decent, basically any quad core clocked higher than 3GHz will be fine.

Hard to say. GTA is a very demanding Game, thats for sure.
