My CPU (i7-4790k) keeps maxing out ever since I upgraded to Windows 10;

My CPU keeps maxing out on all 4 cores in 20-30 minute intervals, but it seems that CPU usage by programs doesn't spike, even when watching task manager intently. Any suggestions?

Is it overclocked? how is it cooled? did you check all the process that are running

That's odd, my friends PC (That I built  ) doesn't do that, it seems to idle at %1-5 load, generally only the first thread.

It's OC'ed to 4.5Ghz

He's on Windows 10 Pro

Mine is not OC'ed and is also running 10 pro.

My core i7 4770(really similar) and my cpu usage isn't spiking that's strange.

Mine is not OC'ed and is also running 10 pro.

do you have any malware on there? Thats the only thing I can think of, click on cpu in task manager to see whats using most of it

No, it is not OD'ed and I am using a Kraken x61.

the only difference between the i7-4770 and the i7-4790k is that I can OC and I have a better thermal compound under the lid

change power options from high performance to balanced.

do you have any malware on there? Thats the only thing I can think of, click on cpu in task manager to see whats using most of it

See, that's what I do. But there is never any program spike at the top, even though I set it to display all the programs in succession from most to least stressing.

go to processes

look at the top processes for something strange. or post screenshot

No, they are usually idle when this happens.

Check your power settings. Your min state might be 50% or 100%.

Just enable desktop capture for ShadowPlay. Next time you see it spike you can hit your ShadowPlay hotkey and capture it after the fact, review the footage, and screenshot that.
