It depends on the task. Say you're moving thousands of tiny files, better CAS is better. If you're moving one big file, better speed is better. For daily use lower CAS is better but you likely won't see the difference. CL is how fast the RAM can respond to tasks, and speed is how fast it can do the tasks

which is better for ram performance timing or speed
for example if we have the same pc but one time we fitted it with 64gb 8x8gb corsair vengeance lpx ddr4 2400mhz cas latency 14 and another time we fitted the pc with 64gb 8x8gb corsair vengeance lpx ddr4 2666mhz cas latency 15
which would be faster

The timings are for latency, so the lower the CAS timings, the faster it should be in everyday and small tasks. For larger tasks with extended periods of read and writing to RAM, the faster RAM should do better. 

 

Between those two, you would not see a difference outside of benchmarks.

ok what about gaming for example ( i know that gaming doesn't require 64gb of ram ) or production work like Photoshop, illustrator

Gaming, it really doesn't matter. Photoshop and Illustrator won't see much, if any difference. If you're doing large renders, then faster will be better, but in general, going with low CAS is your best bet, even though it doesn't make much difference.
