Twin Frozr IV one fan not working when below 90% speed

Hi guys.

I have a problem with my MSI gtx 660ti PE 

One fan is not working even though the card may get incredibly hot and also it does not even spin backwards when the computers posts

Although, if I set the fan speed to over 90% through msi afterburner or similar software then it suddenly stars working like it never had a problem

Has anyone encountered this before? And if yes , how did you fix it?

I doubt it, I've had this card for two years and only recently has it started to do that
Will probably end up trying to replace the fan
Anyone knows what model of fan I should be looking into?
