Umm...the update times are stored with Microsoft to send out the update to be download. Not stored on your PC.

might have something to do with the fact that EST just hit 12 and if I remember correctly we are the last timezone to hit 12

It's still possible to force the update with a CMD prompt. It's somewhere on Reddit, I had to do a bit of messing around to make it work but I did get Win 10 up and running a couple hours ago.
