Now Contact Optimum Online. Tell them your getting Dos'ed by that IP, or press for contact info. If you get contact info call the guy, and say surprise you'll probably scare the living shit out of that asshole.

called optimum turns out "they cant turn off someones internet" BUT they also said if i turn off my modem for 24-48 hours they will give me a new public ip address. :P so my only solution is to never go on skype and turn off my modem for 24-48 hours

Probably not a good idea to post other people's public IP's, even if they are allegedly doing something not-so-polite. You're asking to have the thread deleted.

Just go into your router and you should have firewall settings or a filter list of some kind. Just put those addresses into the filter and their packets will be dropped without being processed.

1.) Unplug your modem. Press the reset button to make it fully power off. Plug it back in. You will probably have a new IP.

2.) If not, and you have SSH access to your wireless router, you can try to block the traffic there:

route add -host <ip_address> reject-or-ip route add blackhole <ip_address>
