Windowed mode will let you see the physical window itself, windowed borderless is just windowed mode without the borders. Normally you'd play windowed borderless if you're using your native screen resolution (to eliminate excess borders that stretches beyond your monitor screen) and windowed mode if you're playing below your native screen resolution.

Slightly on topic, steam has an application that forces games (or any other application) to be windowed borderless if the program itself doesn't offer that option. Personally, I'd prefer fullscreen because windowed/windowed borderless has a lot of microstutters. However, windowed/windowed borderless can maximize alt+tab speed, especially borderless.

Windowed borderless is 100000000x better for multitasking

Windowed is just a window like normal programs.

So what does this do?

I don't like 2D games...I just couldn't get into them.. ( ͡° ͜ʖ ͡°)

It's a tool that allows you to force games, that normally don't have a borderless windowed option, into borderless windowed mode. There are also a few free tools around the internet, but I couldn't suggest any since I don't use them.
