Noiseblocker fans are in that top tier of fans like Noctua, Be Quiet!, and Phanteks. There E-Loop fans look pretty awesome and have really good performance, but they don't work in pull on a radiator.

I personally really like Noiseblocker fans, mainly because of the design of their fans.

I've played around with noiseblockers a bit.  They certainly perform well but don't live up to the name at all (noiseblocker) at low RPM's sure, But midrange / max they are Jet engines.

all fans are loud at enough rpm, the air itself will make noise
