For my build, I have:

 

CPU: Intel i5 4690K

 

GPU: MSI GTX 970

 

Memory: 8 GB DDR3 RAM

 

Mobo: MSI Intel H81 Motherboard

 

If I have a 600-Watt power supply would that enable me to overclock my GTX 970 a fair amount? I will be using MSI Afterburner and plan to boost the core clock to 1500 mhz atleast and memory clock a fair bit.

erm... the core clock is already over 1000mhz but to answer the question 600 watts is plenty enough, 970 sli only uses 550watts.

wait ? u want to boost to 1000 its already at that at stock also the gpu is also a factor. it depends how you did in the Lottery

Just increase by 50mz each time untill you are satisfied, then dial it down a little bit any you will be fine. Stess test it whenever you increace the clock and if it gets too hot, increase fan speed. But do not mess with voltage.

 

Isn't the fan speed automatically controlled? And I thought it was safe to max out the voltage slider on something like MSI Afterburner because of a hard lock in the VBIOS. (Never overclocked before, but I plan to when I build my gaming PC, so I'm genuinely curious.)

By default gpus have a fan profile, you can override them with applications such as Afterburner. Any voltage you can add in afterburner is safe, if you want to go past that you need to mod the bios. GPUs are really hard to kill, it will crash the display driver, or the whole system before it would hurt the card.
