GC Extreme or Thermal Grizzly are the two best pastes.

Virtually any thermal paste will do the job, its all pretty much the same stuff.

no, if it dries thats bad

It performs worse when it's dry, it would take a long time for it to go dry however. Think about it, heat conduction isn't going to be great when something is dry. 

It would act as an insulator basically when dried out.

Some compounds have a cure or set time, read about whatever compound you're learning to get the specifics.

no, you just drop a pea size bit of thermal paste in the middle and put the cooler right away

Set time? What are you talking about? If you're talking about how long it takes to dry.. who cares? You put it on the cpu and slap a cooler on. Why would you need how long it takes to dry out?
