Virtually any thermal paste will do the job, its all pretty much the same stuff.

Does thermal paste have to dry first in order to function properly?

no, if it dries thats bad

It performs worse when it's dry, it would take a long time for it to go dry however. Think about it, heat conduction isn't going to be great when something is dry.

It would act as an insulator basically when dried out.

I put some in and it didn't really improve the temperature much should I wait a bit?

Depends, what was the thermal paste before, and what did you replace with it?

if this is just thermal paste, as soon as you put the CPU on
