GPU for a friend

GPU my friend and I are buying for his PC tomorrow.

 

Requirements:

-Play upcoming games like Black Ops 3 (optimization blah blah, don't worry about it) at ~45 FPS or greater @ 1080p

-Must cost less then 250$ CAD

-play current games well (Skyforge, AAA games on steam etc)

 

 

That is all.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

Whats CAD like compared to US?

Id get the r9 380 by MSI for $270. It'll perform better then a GTX 960 while the r9 280 does not
